Special Notes for Taiwanese Compatriots / Foreign Nationals Traveling to Tibet:

I. According to national laws and regulations, due to Tibet's unique ethnic traditions, cultural heritage, and ecological environment protection needs, as well as its transportation conditions, tourism service facilities, and reception capacity, the government requires that Taiwanese compatriots living and working in China, as well as foreign nationals, must obtain the "Tibet Travel Permit" issued by the Tibet Autonomous Region before entering Tibet. Additionally, journalists and diplomats are not permitted to enter Tibet as tourists.

II. Brief Process for Applying for the Tibet Travel Permit:

  1. Submit required documents 30 to 35 days in advance according to the itinerary.

  2. For Taiwanese Compatriots working in mainland China: Provide color scanned copies of the Mainland Travel Permit for Taiwan Residents (Taiwan Compatriot Permit) with valid endorsement, mainland work certificate, and residence permit or proof of residence.

  3. For Foreign Nationals working in mainland China: Provide color scanned copies of passport and valid visa, mainland work certificate, and residence permit or proof of residence.

  4. According to regulations of the Tibet Autonomous Region Tourism Development Department, all Taiwanese and foreign national tour groups are not permitted to travel independently. The entire trip must be accompanied by a dedicated vehicle and a dedicated tour guide. Reception must include guides and drivers with proper credentials, and accommodation must be arranged in foreigner-approved hotels.

  5. After the Tibet Travel Permit is approved, the travel agency must send the original permit to the traveler via courier. All group members must have the original permit before booking flights. Please apply as early as possible (recommended 30 days in advance).
